If you want speech recognition for the purpose of dictating into an application like a word processor, then the built-in speech recognition is not able to do that. What you can use is Dragon Dictate 4.0. But it will not run on Snow Leopard.

"Is is possible I can download "enhanced dictation" on my mac currently running on Snow Leopard? When I turn on speech recognition I don't have the option for the enhanced. I believe I don't even have dictation, would I have to upgrade to Mountain lion in able to be able to use the function"
No, Mountain Lion doesn't have the feature either.
"Enhanced Dictation," was a feature introduced as part of Mavericks.
Note: If your Mac is capable of running Mountain Lion, it can also run Mavericks, and Mavericks is free.
