Ted ~ Welcome to the Support Communities. If you're referring to iPhoto on Mac, go here:

...and click on Show next to "Adjust a photo manually" — you'll see a Sharpness slider.
If you're referring to iPhoto on iOS, go here:
...and enter iPhoto sharpen into the search bar.
There are edit tools available including sharping - exactly which ones and how to use them depends on the version of iPhoto which you do not disclose
But note that if you shot the photo out o focus you can not correct that except to re-shoot correctly - you can not refocus an out of focus photo with software
And note that you are NOT talking to Apple -0 as covered in the TOU this is strictly a user to user help forum - Apple does not participate here and this is not a path to reach Apple
