Upgrade Software from iOS 6.1.6 to iOS 7

Currently I am able to do is go to Settings ---> General ---> Software Update ---> BUT it checks and the message is iOS6.1.6 Your software is up to date.


Many apps require iOS 7 to work. Can I upgrade the software on my iPod from iOS 6.1.6 to iOS 7 or does that require a newer device?


If I CAN upgrade, please provide a link and directions.

iOS 6.1.6 is the latest version for the 4th generation iPod touch.
