photos still downloading after restore from iCloud

Hi;

After having to resort to restoring my phone from an iCloud backup (not to self: backup to iTunes from now on!!), my photos have still not been fully restored. I had noticed my battery draining very quickly after the restore, and today I realized this was the culprit. How do I stop this downloading process, or more accurately, why is this download process still going on and not completed yet? Is this a known bug with iCloud restores? Appreciate any insight or help. See below for the image of what I'm experiencing. Clearly placeholders that are not loading.
