The new software update messed up my Ipad 2, it won`t charge, it won`t restore...!! any clue?

That's not much information to go on. You are describing what is happening, or what did happen ..... The more information you provide, the easier it is to offer meaningful suggestions.
Have you tried Recovery Mode?
Sorry for the lack of information. My Ipad was recently updated to the most recent firmware and upon turning it off the Ipad wouldn't turn on again. I assumed it was a charging issue so I let the Ipad charge for several hours and when I returned the Ipad hadn't actually booted. I've tried several different outlets and chargers but the issue remained it seems like the Ipad itself IS charging but just wont boot.
I have tried Recovery Mode with no success. I've turned off my anti-virus software, unplugged other USB devices, have an updated version of Windows 8 and have the most recent version of Itunes installed.

I Did a quick Google search and many of the "fixes" that I saw were related using a good cable or USB port. Are you using the cable that came with the iPad?
