ios 7.1.2 update used up all my data

I updated to IOS 7.1.2 on my iPhone 5 and all my data usage for the month was used up! At the time of the update I was connected to Wi-Fi and the iPhone was connected to my desktop with the cable. I called my service provider and they told me that I must change "cellular data" in settings/ cellular data to off, otherwise it uses both the Wi-Fi and phone data. This is outrageous. My suggestion is; don't update.

Recently upgraded a 4s iphone to system 7.1.2. Now data is streaming every day at three hour intervals. AT&T usage looks like this. (see below) I have made sure no apps running, even deleted Icloud account as one AT&T Rep told me this was the problem. Checked all setting nothing is on automatic backup. AT&T says solution is to turn data off and it is not their problem. THIS IS CRAZY!!!!!!!!
