Updated Ipad now lost everything in Icloud!!

A friend has updated his Ipad to the latest version & in doing so has lost all data on the ipad.

He went to restore the data from a backup in the icloud but apparently they have all gone along with all the photos he had too.

Is there a way to restore the data that was in icloud as he didn't delete it himself?

Any help would be much appreciated.
