I really don't think you can do this. The main reason is that the carrier's really lock this down. Under a CDMA frequency, there is something called a sub lock. Carriers hardly ever provide or unlock these devices. With GSM, such as AT&T and T-Mobile, the unlocking is much easier and can be done by simply changing a sim card.

You should first check with Verizon to see if they will do this. If you go to Sprint, they are not going to have the unlocking ability. Since the iPads are not under contract, perhaps Verizon will do this.
