Apple ID two-step verification - unknown error

I am trying to set up two step verification but every time I complete the process I get an "unknown error" message.

I have tried this numerous times....

I get and use the SMS code ok

I enter Recovery key code as requested ( to show I have a copy )

I put a tick in agree , it appears to be saving - web page goes signs me out of Apple ID and displays " an unknown error has occurred "

I have reset browser waited for 24 hours , same as above occurs again

Any ideas what is going wrong?

Many thanks

Martin

From your Safari menu bar click Safari > Preferences then select the Privacy tab.

Click: Remove All Website Data

Then delete the cache.

Open a Finder window. From the Finder menu bar click Go > Go to Folder

Type or copy paste the following

~/Library/Caches/com.apple.Safari/Cache.db

Click Go then move the Cache.db file to the Trash.

Quit and relaunch Safari then try the two step verification again.
