have followed advice, still can't access object placement

I am using "cookbook" template. Have disabled portrait view. Have tried to change, remove, and add caption, etc., but still object placement choices are greyed out. How do I access object placement choices so I can add link to caption or title of photo (1 column photo is what I am trying to work with)? Thanks!
