Can't turn off / disable the keychain (can't sign out iCloud)

I haven't found a solution for my problem, although I've searched the web and the fora sufficiently.


I can't sign out from iCloud, it keeps re-enabling the Keychain. I can't disable it.


System Preferences > iCloud > Sign off
"You have to disable all options"
"The delete or save data question" > tried both.


Safari > Preferences > Forms: all turned off (hint from another website).
Safari > Preferences > Passwords: all turned off and deleted.
Keychain acces app > all locks are enabled (open)
Keychain acces app > "EHBO / first aid" no conflicts
Keychain acces app> all keychains are deleted (hint from another website).
There are no conflicts (
Disk Utility)


The question is, how do I turn off the keychain to sign out from iCloud?

Just checking, I get the same "can't sign out of iCloud because Keychain is not turned off, but Keychain keeps re-ticking itself" issue and this "waiting for approval from other device" pops up every time after startup.

Contacted Apple Support, and I tried logging in same Apple ID on another Admin level user on my MBP, and Keychain is not on... They said there's nothing they can do about this...
