Strange: Apple TV Remote Changes Volume On Up or Down Press

We just setup an Apple TV for a conference room, hooked up to a Sony TV. Every time I press and up or down button, it generates a click and either raises or lowers the volume. The TV's on screen display does not pop up.

What's going on here? How do I stop this strange behavior?
