Erased all settings and a few things aren't working!!

Okay so the other day I erased everything on my phone but it turns out that now once I have downloaded everything and gotten my pictures etc I cannot delete pictures, scroll up or down, and see Instagram and other apps that require pictures on the privacy settings. You know when u go to settings/privacy/photos nithing is there. I also went on iMessage and it said could not verify but I can still text. For the scroll down/up thing you know when you go to the top of your phone and if you push your finger all the way down the thing that tells you the date and stocks and what you missed etc. and when you put your finger at the bottom and scroll up it shows you the camera clock volume etc. When I go to delete apps the X appears but when I press it nothing happens.
