I have iCloud and my photosteam turned on but nothing is showing up on my PC

I'm trying to get some videos downloaded on my laptop (Windows 7) and have iCloud downloaded on my PC and on my iPhone 5s the photosteam is turned on. I have tried signing in and out of iCloud but no pictures or videos appear on my photostream when I check the folder. Please help I'm desperate!
