can't create 'saved searches' or modify old ones from prior to current versions of software

What software do you mean? Please give the name of the software and the old and new version numbers. Tell us how you used to save searches.

Running 10.9, want to use 'smart folders’ to select specific files rather than needing to search using Spotlight. Worked prior to 10.9. Now I can use Spotlight to create a smart folder but I cannot edit/modify it after the initial creation. Can place smart folder in Finder; can also use Spotlight to select files but cannot modify original search criteria.

Just catching up. Forgive me if you have already tried this, but perhaps this will help. In finder, click on the Help Menu and type smart folders.
Choose:
Create or modify a Smart Folder
