iPhone wont finish synching - always gets snagged on final stage "waiting for changes to be applied"

Win7 64 bit, iPhone 5, iOS 7.1.2, <50% of memory is used.

Uninstalled iTunes

Updated Windows

Rebooted

re-installed iTunes

rebooted

no change

diagnostics says no iPhone connected, but can see it in bot Windows and iTunes
