Cannot see option to view attachment after selecting "Download Full Message" (IOS 7.1)

Hi, I have multiple users (including myself) that cannot see any option to view attachments after selection of "Download Full Message".

We run a fleet of 2300 unit, with a mix of 7.0.x and 7.1.x installs that all seem to have the same issue.

Any suggestions?

Hello Jason

What has worked for me in the passed when I get Message has no content or unable to see or view attachments, is I force close Mail and then open it back up to start the download of the mail messages again.
