Getting ringtones from music to tones...

I just imported some ringtones into iTunes. I did two sets. The first set I made as mp3s and they went to my tones folder when i said to sync it with my phone (5c). The second set went only into my music folder, even though they are also mp3s. I can't for the life of me figure out how to get the second set into my tones folder. Please help me. 😟
