Purchased app appears in purchased list. Downloaded and installed. Not on i-phone.

Purchased PhotoSweeper and screen said "download successful" (or something like that). Shows in purchases. Not on i-phone, though. Synced several times. Have message to update IOS, but when I try to update message says, "You have app you have not downloaded. Do you still want to update?" Have chosen not to update. Suggestions?
