I want to buy an iPad Air and iPad Mini online, my question is if they are unlocked so I can use it on my country

I`m from Costa Rica and want to buy an iPad mini and Air, when I try to buy it online I have to choose Verizon, Mobile, etc. to add it to my cart, is this normal buying on line so I can use it unlocked in my country.

Some iPads have the ability to connect to a cellular connection for data. This usually requires a subscription contract of 2 years. If this is not what you want, don't choose the iPads with data services and just use WiFi.
