I cannot download iPhoto to iPad 4

I am unable to download iPhoto. It shows a sign of cloud with downward arrow next to it, when presses it tells me "you have already purchased iPhoto and it will download free of cost" , then cloud sign turns to circle with square as if ready to download but in fraction of a second it turns back to cloud sign with downward arrow.

I hv spoken to apple support a few times, reset the iPad , tried downloading with different wifi connections but still can't download iPhoto. I can download other apps such as iMovie , Keynote, pages etc, the problem is only with iPhoto .

Is there any way I can download iPhoto to my iPad ?
