I'm going to copy iPhoto Library from old Mac to the new Mac.
The iPhoto Library on the new Mac is empty and untouched.
What will happen to it after I drag iPhoto Library from the other Mac ?
I've never done this before.

If you drag the library into the Pictures folder on the new Mac that contains the empty library it will overwrite the empty library leaving you with the library from the old Mac. That's how you should transfer the old library from the old Mac to the new Mac.
