I recorded a meeting a couple of months ago using the iRecorder app on my iPhone. The recording is listed on my phone, but it will not play back. Shows that it is only 56 KB, which is impossible for a 1 1/2 hour recording. How can I get to the backed up file in my iCloud?
App data is included in your backup and restoring the backup would restore the app data. You would need to contact the app developer to find out if that includes recordings made with the app:
So, is there a way to restore only the one file I need? It would be an audio file recorded by one of the apps. I don't want to restore the entire backup.
Restoring a backup is all or nothing. If you only wanted the audio file it may be possible to do if you did something like back up your device on your computer using iTunes, restore the iCloud backup, save the recovered audio file (if the app doesn't have an export function, you would could always play it and record it on your computer using an app like QuickTime Player), then restore your iTunes backup to get your device back to where it is now.

If you don't have a backup you can restore from, either in iCloud or on your computer, then there is no way to recover your deleted app data..
