My Ipod shows all of my songs as if they were not yet purchased. Why is it trying to make me purchase them again?

I have an ipod 5 touch. After resetting the ipod because of a forgotten password. I attempted to redownload all of my music. It now shows me the music in the playlist as if I have never purchased it. I try to click the download button and it tells me that there is a problem with my credit card. Like it is trying to charge me for the music again. I have no idea what to do.
