I was looking at my website data under my usage on my iPhone and I noticed these two websites would persist when I deleted the data. Does anyone one know what these two are?

I don't believe those are websites. More likely they are preference files. Where did you find them?
I was looking under Settings>General>Usage. Under the storage section, I clicked on Safari>Website Data. They were the only things listed, and I just reset my phone to factory setting because it was acting up.
I see a number of sites listed, but only two are from xxxx.phobos.apple.com. Not sure what these are unless they are sites only Safari uses to talk to Apple. Or they may not even be websites. Could be preferences or cookies, etc. I'm afraid I don't know.
