I bought this Macbook Air 10.5.8 but it didnt come with the App Store or iTunes or any of those programs, were they suppose to come with the Mac or am I just really stupid?

The App Store didn’t come with 10.5.8. It first appeared in 10.6.6.

To get the App store on your MBA you’d have to upgrade the OS, which is a good idea anyway, for security reasons.
You can buy Snow Leopard (10.6.3) from the Apple Store for $20. Run Software Update to get it to 10.6.8.
My Mac 10.5.8 didn't come with the App Store
