i cant upload any of the apps whenever i am doing i am getting a message that your apple id bought by different user

What are you trying to do (download apps from the App Store app on your phone, make in-app purchases within an app, sync apps from your computer's iTunes), and what's the actual error message that you are getting ? If you are trying to do in-app purchases in an app then you can only use the account that bought the app - all apps (and any other content downloaded from the store) are tied to the account that downloaded them.
