Settings>iCloud. If Find My iPhone is on the phone is locked. If you locked it you will have the password.

it was from saudi arabia and my brother gave it to me and he used there with mobily network and now i want to know it is locked to that network or not?

Call AppleCare. They might be able to help you. If it works with a Mobility SIM then it works with that network. If you try a different carrier SIM and it does not work then the phone is locked.
