iCloud storage details are currently un-available message iCloud backup stops working

I have just recently have this problem, where I get the message : "iCloud storage details are currently un-available message iCloud backup stops working", my storage plan shows 50GB , I have tried the following :

• remove my iCloud account , and re-define it
• switch the phone on-off

I have wireless connection, and a power outlet. My phone is iPhone 4s, and iOS 7.2.1 , the only way I can get my contacts to sync strangely enough is to upload it to google, and sync to my google account !

I wonder if anyone has an idea of what to do other than change an apple ID !
