Outlook.com not getting verification email

I am trying to get a xBox Live Family account email as either my secondary email for an icloud account or as the primary email for a much older account. I have tried both (and deleted/change the email when it didn't work). I know I can get emails at that account so I don't know why it isn't working. I have never gotten a verification email from icloud at that account. These are valid accounts listed as username@xboxlivefamily.com. I have checked in Junk mail and nothing. Is there something else I can do? I have experienced near-constant reloading on the Outlook.com email interface. Thanks!
