Iphone 4 restore issue

I tried restoring my iphone 4 and it went through the restoring process as it should, once it was complete it did not start syncing all my data again, it went back to the page where I choose if I want to set it up as a new iphone or restore from a backup. This has happened several times, does anyone know how to fix this problem?
