5th Gen Ipod not syncing or charging, but is recognized by itunes

Initially when I plugged my ipod into my new build, it made me scan the disk. I did this, and it deleted everything from my ipod. Now that I have all my music on my itunes, I've tried to sync it onto my ipod, and it will show up on itunes. However, when I press 'sync' it says finished sync, but nothings been synced at all. It also won't charge, the ipod will just turn off after a couple minutes. I use my ipod just about every day. Before I got this new PC, I could charge it on another laptop and it was fine. So I'm fairly certain it's not the ipod itself or the USB wire. Also the USB ports on my computer work fine with everything else, so I'm assuming this is some issue with either my motherboard or the new version of itunes?
