Touch ID menu missing from Settings

Just had an issue with an end-user's phone at our company. The screen would not "wake" unless you pushed the home button 5-6 times, or maybe it was just delayed reaction from the first push. Same results from using the power/lock button.


Finally got it unlocked and decided to run the 7.1.2 update before going to the Verizon or Apple Store. The update seems to have fixed the wake mode, but now the Touch ID & Passcode menu is missing from Settings. It has been replaced with just the Passcode menu.

Most definitely an iPhone 5S. I deployed all of them in my company - they are all 5S's. Passcode menu looks like it would on a 5C. See menu on the left, compared with menu on the right (how its supposed to look). When you click the Passcode menu you only get options for traditional/old school password settings. No option to add fingerprint.
