My iPhone 5C will not restore. What is wrong?

My iPhone 5C would not turn on this morning. I had charged it over night. I didn't even get the Apple logo. I plugged it in to my computer and it wouldn't turn on iTunes. I had to start iTunes manually. I was directed to restore the phone. I tried restore and it failed restore, error message 9. I checked the info on that and went through updating iTunes, my computer and even shut off Apple's security settings in system preferences. I tried doing restore using a different computer. Anyone have any ideas?
