Could not activate iPhone iOS 7.1.2

My signal is suck on searching, I used 'find my iphone' app afew days ago. After Sending two sound requests to the iphone in the morning I later that evening turn it back on as it had died sometime time befor I sent the sound request from an ipad. I found something online that said this could happen through using ''find my iphone' so I deleted the iphone off of the app on my ipad and my phone turned off instantly. Now it's back on it's as if it's a brand new iphone again. First question being what language. My data allowance was also ment to come through the other day but it never seemed to.
