4s is locked-up when updating OIS

I started update on my 4s. The install line has stopped and is frozen at 2/3 complete. As of not for 5 hours. There is no loss of power or WiFi connection. iTunes does not recognize the phone. I have the phone set-up for find-my-phone with the latest release. I went to iCloud, initiated find-my-phone, it could not. It is plugged in.

I'm stuck.
