Card for billing problems!

Why when I try to update my card information in the App Store to fix a billing problem. It tells me my card information doesn't Match my bank records? It's a greendot card I just got today and it does have money on it. It also says the same thing when trying to creat a new Apple ID and I put that card as a form of payment. Anyone maybe can help?
