I Have a game from a friend but it is on his account and my best friend is willing to get me the game and I go to his house often and not the other one. I was wondering if you can delete a game from one apple id and use a different Apple ID to get it back.😐

No.
You'd have to buy it again and start over.
You can't transfer content from one Apple ID to another.
SIs I just delete it and then get the other to sign in to download it right?
The content doesn't matter to me.
Apps are always tied to the Apple ID that was used to purchase/download them. They can't be transferred/shared with another Apple ID.
Since you will be the user of the app, just purchase it.

Also, be aware that when attempting to use a second Apple ID to download content, your device may be locked to the new ID for up to 90 days.
This is a method to reduce software piracy, which by your description is exactly what you are attempting, Just buy the app yourself and save yourself the grief surrounding piracy.
