how to uploade apps from iphone 4 to ipad mini

I believe that instead of uploading them from one device to another, you should be able to simply go to the app store and download them to your iPad.

Follow the instructions here or here; using the first set of instructions then requires syncing the second device with the iTunes library containing the content.
