"Any" size class is shown on device after specifying "compact" or "regular" layouts

I've been using size classes in the Xcode 6 Beta and keep running into an issue where the views in my app are all reverting back to the "any" layout even after editing both the "compact" and "regular" layout sizes. This causes the content to be too large on the iPhone and too small on the iPad. However, when I go to the storyboard preview in xcode, it shows the correct layouts on each device, however when my apps are run on devices or the iOS simulator, they only show the "any" layout.

Is anyone else having this issue?

I'm running Xcode 6 beta 3, which has been particularly problematic in regards to this issue, but I also had this issue in the previous 2 betas.
