iPhone 5 won't charge?

I bought the phone second hand from someone in my neighbour hood but it appeared to be brand new, and then to make matters worse I dropped it in the toilet and it wouldn't charge so then I put the phone in rice and after that it seemed to work but it took at least 5 tries to plug it in until it would charge so I bought a new chord which worked fine. Now neither of them will charge my phone. personally I think it's the phone but who knows. please help my phones at 23%
