iPhone 4s won't send picture messages on SMS?

You must have active cellular data in order to send pictures via text.

Also MMS should be turned on Settings>Messages>MMS Messaging>On

and maybe also Settings>Messages>Send as SMS>On

SMS doesn't send pictures. You need MMS provisioned by your carrier and MMS enabled in your phone settings.

I have all of these settings turned on and I still can't send pictures.

I have the exact same issue on my 5S after the I.OS 8 update. The MMS enable/disable settings have disappeared completely.
