You should not have to purchase a new Airport Express. I have a first gen AirPort Express. No problems with Wi-Fi on my iPad.

There is a good deal of confusion about which Generation is which on the AirPort Express, so you might want to check to see if you really do have a 1st Gen version.
One way to do that is look for the model number on the side of the Express. It is hard to see in the faint print, so you may need reading glasses or a magnifying glass to see it clearly. The model number starts with an "A" followed by four numbers.
A 1st Gen AirPort Express is model number A1264. Is this what you have?
