iphoto fullscreen toolbar

iphoto fullscreen toolbar always hide the constant back and forth is annoying?
is it possible to change manuel? not after 4 sec.?

No. With iPhoto 9.5.1 the toolbar doesn't display in the full screen mode unless the cursor is moved to the top of the window. There's no 4 second delay.
