I can't use my apple ID

Since I installed iOS 7.1.2 on my iPhone 4 last week, I couldn't sign into the appstore from my phone.

When I do download from my PC, I can't sync with phone.

It keeps asking me to authorize the PC but when i do, It says my PCs are already authorized.
