trying to order a photo book, got error message saying that option no longer available in the iPhoto version I have, instructed to update, then learn I have to pay $14.99 in order to get the update, what's the deal?
You are not telling us which version you currently have, but updates are free only for versions that keep the same initial number. Otherwise, you need to pay for the new version. i.e., 8.1 to 8.2 would be free, but 8.2 to 9.1 would need to be paid for.

Best guess is that your version of iPhoto is too old to order books (you need iPhoto '09 or '11 to order as of now). If that is the case then you must purchase inappropriate upgrade to be able to order books
What version of iPhoto do you have? Of the OS?

Note 1: every day more users are reporting problems with iPhoto 8.1.2 so I've included it in the non compatible category.
Note 2: If your previous version of iPhoto was iPhoto 7 (08) or earlier you'll need to download and run the iPhoto Library Upgrader 1.1 application on the library before opening it with iPhoto 9.5.1
