I can't change my Apple ID security questions even when I provided a rescue address. The link to change them still doesn't come up.

I was preordering an album when iTunes told me I needed to sign in and confirm some security information, so I did, and after getting my questions wrong many times because I had forgotten them, I decided to come her to see if I could change them, but the link to do so did not appear because I had not provided a rescue address so I provided one but that link still won't show up. I need help.
