On candy crush when I go to purchase new level I get error msg "Failed to contact store". This is post recent IOS update.
Are you connected to the Internet? If you have a troublesome connection, that may be your problem.

Do you have restrictions set on in app purchases?
Check Settings > General > Restrictions > Enter passcode if enabled and check if "In-App Purchases" is off.

did u ever get this fixed - I have the same problem starting this past week and can not find any solution so far -
This is a "by design" feature in the latest update. Candy Crush is now forcing you to sign in through Facebook. Once you do that, the daily booster wheel appears again and it connects to the store.
It's a known issue and the game developer is working on it.
