Can Windows 8 only be installed by upgrading from Windows 7?

I just picked up a new Macbook Pro (Late 2013) and plan to install Windows 8.1. However, it appears that Microsoft doesn't produce install discs for 8 or 8.1, so do I have to buy an install disk for Windows 7, install that using bootcamp, and then upgrade to 8 and then 8.1 from the windows side of my computer? Just trying to see if there's an easier way to buy Windows 8 and install it directly from a disc without going through Windows 7 first.
