Toast 11 vs Compressor?

I used a few times compressor but for DVD SD, the quality was good. And with new 1080P I used the toast titanium with the best settings to burn a blu-ray disc. The results were horrible, it looked worse than SD. Is it because of the compression rate that its being used by Titanium? I used max 9,000kbs/sec.
